Project Administrators:
The Mercator Institute for Literacy and Language Education at the University of Cologne, the German Institute for International Educational Research (DIPF), and the Humboldt-Universität of Berlin, in cooperation with the Institute for Educational Quality Improvement (IQB).

Funding: Federal Ministry of Education and Research (BMBF)

Project duration: 01.08.2015 to 31.07.2018

Project description:
“Biss-EvalLesen” aims to make a comprehensive evaluation (both formative and summative) of the effectiveness and efficiency of reading and diagnostics programs for elementary school children. It is implemented within the program “Education through Language and Writing” (BiSS). The design includes recommendations for further development within the program.

BiSS formulates concepts and implements methods to promote the language education of children and adolescents in over 100 educational institutions. For this program, schools and partner institutions join together and form working groups to work on various aspects of language education. BiSS-EvalLesen specifically evaluates the six working groups that focus on the multidisciplinary promotion of reading at the elementary school level.

The processes used by these six working groups to implement diagnostic and supportive concepts are systematically evaluated through questionnaires, interviews, testing data, analyses of instructional material, and video analyses of classroom instruction. The evaluation of their progress and development takes into account the self-defined aims and goals of the respective working group, and systematically publishes results on the: (1) Development, (2) Implementation, and (3) Quality of the Measures. These results are made available to the schools participating in BiSS. In a longitudinal design, participating children are compared with a control group over the course of one school grade. BiSS schools are also ranked on the national state comparison of the IQB.

BiSS-EvalLesen aims to further develop the design, structure, and implementation of the measures evaluated, and to make the knowledge and experience gained available for future measures promoting language and reading education.
