The IPN received a positive evaluation

The senate of the Leibniz Association recommends the IPN for continued joint funding by the German Federation and Federal States. This recommendation is based on regular scientific evaluation, mandatory for every Leibniz Institution.

In their statement the senate praises the IPN for its leadership role in its field of research. The institute has successfully built on the recommendation of the previous evaluation, particularly by implementing a new department for Educational Measurement. The senate recognizes the IPN’s importance to the infrastructure of research in education by organizing and developing large scale international studies like PISA (Programme for International Student Assessment) or TIMSS (Trends in International Mathematics and Science Study), as well as by contributing significant research results and transferring those findings to the classroom teaching and teacher education. The senate encourages further increase in these activities in the future.

By its close affiliation to Kiel University the IPN is well connected with other research institutions in Germany, especially through the ZIB (Centre for International Student Assessment). The ZIB pools the research and strengths of the IPN, the DIPF (German Institute for International Educational Research), and the TUM (Technical University Munich). The senate particularly recognizes the IPN’s focus on the subject of equal opportunities.

 

Leibniz Institutions are regularly evaluated – at least every seven years. The scientific evaluation is carried out by international experienced independent experts, none of whom are employed by the Leibniz Association. On the basis of a written evaluation package, and a visit to the institute, the evaluation committee draws up a report that analyzes the quality and performance of the institution. Subsequently the institution has the opportunity to comment on the report.

Based on the evaluation report the senate prepares its statement which usually contains a funding recommendation. The GWK (German Joint Sciences Conference) examines the senate’s statement and decides whether the prerequisites for joint funding by the Federation and the Federal States have been fulfilled.
